It appears as though Walter was probably adopted by Josiah & Mary Henshaw.  No son named Walter Henshaw was shown with the Josiah & Mary Henshaw family in the 1900 census,¹ when he would have been about 8 years old and presumably living with his parents.  However a Walter Dewelly, age 8, was shown with the family in the 1900 census, recorded as a "boarder" (at age 8).¹  In the 1910 census the Josiah & Mary Henshaw family was shown with a son named Walter Henshaw, age 18.²
