Jacob was elected (under a Republican ticket) as Surveyor of Randolph County, Indiana in 1888, 1890, 1894, 1896, and 1898.6,9  

He married Blanche Hiatt, Apr 11 1900.6,10,11,12  Blanche, daughter of Henry Clay Hiatt & Marjorie M. Gray, was born Oct - 1871, Indiana.2,3,5,8,10  

Jacob's marriage was reported in "The Winchester Democrat" (Winchester, Indiana) on Thursday, April 12, 1900:13

Last night at the home of the bride on Quaker Hill was solemnized the marriage of Mr. Ellsworth Hinshaw and Miss Blanche Hiatt, Rev. J. W. Cain officiating.  Only a few of the immediate friends witnessed the ceremony.  Mr. Hinshaw, for a number of years has been our efficient county surveyor, and is well known and highly regarded in all parts of this county.  Miss Hiatt has been for several years one of the eminently successful teachers in our county schools, and her pupils will miss her when this term closes.  The bounteous congratulations of their hosts of friends in which The Democrat desires to be numbered, is bestowed upon the happy couple.  

They go immediately to housekeeping on West Franklin Street in the house formerly occupied by Dell Hinshaw.

A biographical sketch of Jacob was published in the 1894 "Portrait & Biographical Record of Randolph County, Indiana":7

J. E. HINSHAW, ex-County Surveyor, and now County Engineer of Randolph County, was born in Washington Township, same county, November 28, 1862, and is a son of J. B. and Mary (Carter) Hinshaw, old residents of the county.  Our subject was reared on the home farm and early inured to toil, but at the age of twenty he left the farm and engaged in general merchandising at Snow Hill for a year, and then passed the succeeding four years in the school room - three of them in the Portland Normal.  He then became Deputy Surveyor of Hendricks County, Indiana, and filled the position three months, and then, toward the close of 1888, returned to Randolph County and took charge of the surveyor's office at Winchester, in connection with the County Civil Engineer.  He is a Republican in politics, is quite popular and is well esteemed for his general good character and genial disposition.  He owns 148 acres of fine land in his native township, which is well improved.

Jacob Ellsworth Hinshaw died Oct 17 1938, at his home, South Meridian Street, Winchester, Randolph County, Indiana; age 75.6,14,15  

Jacob's obituary was published in the Union City Times-Gazette on Tuesday, October 18, 1938:14

Is Dead - Jacob E. Hinshaw dies after a lingering illness. - Was affiliated in the banking business for years.  

Winchester, Ind. --- Jacob Elsworth Hinshaw, 75, a prominent and well known Winchester resident, died at 10:15 o'clock Monday morning at his home on South Meridian street, following a lingering illness.  

Mr. Hinshaw served as engineer and surveyor of Randolph County for a number of years prior to his affiliation with the Peoples Loan and Trust Company of this city.  For the greater part of the thirty-three years in which he was connected with this company, he served as secretary-treasurer.  

He was an active member of the Methodist Church and while his health permitted was actively engaged in its various activities.  

Besides the widow, Blanche, he is survived by one daughter, Mrs. Albert Dix of Ravenna, O.; one son, Clyde of Chicago, and two grandchildren.  The body was removed to the summers funeral home and will be returned to the residence tomorrow afternoon.  Funeral services will be announced later.

Blanche died Nov 25 1944, at the home of her sister, 322 South Meridian Street, Union City, Randolph County, North Carolina; age 73.15,16  

Blanch's obituary was published in the Union City Times-Gazette on Monday, November 27, 1944:16

Blanche Hinshaw Dies Saturday At Home Of Sister.  

Mrs. Blanche Hiatt-Hinshaw, widow of the late J. E. Hinshaw, died at the home of her sister, Mrs. Grace Parry, 322 South Meridian street Saturday morning at the age of 73 years.  

She leaves one son, Clyde M. Hinshaw of the U. S. army, stationed at Camp Livingston, La.; one daughter, Mrs. Ruth H. Dix of Martins Ferry, O.; and the sister, Mrs. Parry, with whom she made her home.  

The body was removed to the Summers funeral home for burial preparations.  Services will be held Monday afternoon at the Winchester Methodist church in charge of Rev. Herbert Boase.  The hour of the services will be announced later.
