In 1925 Paul graduated from Southwestern College, Winfield, Kansas, and in 1930 he earned a PhD from the University of Wisconsin. He was a pioneer in radiation biology and cancer work at the Memorial Hospital in New York City. He also did research at the National Cancer Institute in Washington, D.C.

Paul was a member of the first Atomic Bomb Casualty Commission to Japan and assisted in the rehabilitation of Japanese scientific organizations under General MacArthur. After the war he assisted with the establishment of United States Foreign Aid Health Programs in the Middle East, Africa and Asia.
Paul was director of Planned Parenthood Federation of America. He was an authority in the field of biology and radiology and served as co-leader of the Atomic Bomb Casualty Commission in Japan.2
