Theo was raised in Missouri. He attended Pool's Military Academy and later Washington University in St. Louis, where he received his medical degree. He practiced medicine at Chapel Hill, Missouri for two years and moved to Huntsville, Reno County, Kansas in 1885. In 1889 the family moved to Winfield, Cowley County, Kansas.2
