On May 18 1889 an anomymous letter to the editor was published in the "Morning Oregonian" (Portland, Oregon):7
WHO APPOINTS THE VIEWERS
TO THE EDITOR OF THE OREGONIAN:
I notice that mention was made in the council of the fact that of late there has been a great deal of dissatisfaction in regard to the assessments for sewers. Who has the appointing of the viewers, or assessors, anyhow? I think they should be selected from among men of experience, old residents, who have knowledge of the value of property. I have often wondered why Mr. Ferry Henshaw is constantly appointed. I understand he is a salaried clerk, so can have but little time to devote to the interests of the public, and as he is a young man and comparitively a stranger here, it is not to be supposed that he has much knowledge of the value of property. He is doubtless qualified in the score of being disinterested, as he certainly has very little interest in such matters beyond the pay drawn.

On May 19 1889 an article in the "Morning Oregonian" (Portland, Oregon) discussed a controversy regarding Portland City Superintendent of Streets "Win" Chapman:8
Next he [Chapman] went into the city auditor's office and advised Jack Matthews to set up the oysters on the prospective return of his brother to office. Then Ferry Henshaw accused him of being the author of the letter signed by "Old Resident" in yesterday's Oregonian, which protested against the appointment of Henshaw as a viewer of public improvements. Henshaw said he had good authority for his statements, but refused to say who told him. "Win" denied the authorship of the letter, but intimated that it expressed his sentiments, whereupon Henshaw remarked that he might some day be in a position to wreak political vengeance upon the city supertindent of streets.

Ferrie Henshaw was shown in the Portland, Oregon city directory of 1890-91, listed as deputy city auditor and clerk, "boards 134 Yamhill".9 He was also recorded as Ferry Henshaw, clerk, Ainsworth National Bank, "boards 134 Yamhill".9
