In 1922 Bliss moved from Indiana to southern California, driving cross-country in an old Model T Ford. He got a job with his brother, Claude, helping to build the Encino Dam and Reservoir near Los Angeles. He later became a power shovel operator and worked on building the aqueduct that brings mountain water to Los Angeles.1,9 Finally, he became a California State Highway Department foreman. While in that position he also served as a regional director for the California State Employee's Association.1
