Foster was shown in an 1853 city directory of Washington, D.C., residing on the east side of 4 1/2 St. West, between C and Maryland Ave. His occupation was recorded as "machinist".11 Also residing in Washington, D.C. in 1853 was Joshua Henshaw #9883.11
