The USA Federal government should declare as "entitlements", for
every involuntarily-unemployed resident of USA who is legally eligible
to work for pay in the USA, and fund from Federal money, each of
the following services:
- Verify the person is legally eligible to work in the USA
(citizen or permanent resident alien or work visa), and consequently
issue a URL to a public-accessible Web page showing the person's name and photo and current geographic area,
and any relevant job-skills information collected in the next several
steps, but not the person's social-security number or other
confidential personal data.
- Collect from the person info about his/her known work skills,
and conduct additional aptitude testing to discover previously unknown
talents that might suggest types of work the person can do.
- If the person has performed work on his/her own, such as setting
up a Web site or writing a manuscript or crafting things, catalog and
evaluate such evidence.
- Provide the person with "trial work" situations, whereby the person
gets evaluated as to ability to do work of a similar nature in the near future.
- As appropriate, provide the person with employment-related
retraining, which when
combined with old skills, make the person fully qualified for available
employment in private or public sector. Then provide more "trial work"
situations which demonstrate both old and new skills.
- Find a suitable job in the private sector, and help the person get the job, and partially subsidize the job with Federal funds if needed to bring the person's pay up to the legal minimum wage;
OR
Provide a job (by direct WPA/CCC hire, or by private company with
government contract) for benefit of the general welfare, such as infrastructure.
In either case, if the person is disabled then make sure
reasonable accomodations are provided per the
ADA.
(Replace "USA" above by *your* country as applicable. For example, UK's
"Welfare to Work" is wrong, should be done like proposed here instead.)
