On Sep 9 1918 Decatur Clark Millard, age 22, registered for the World War I draft in Ottawa County, Oklahoma (and Kansas City, Missouri).  He declared he was born February 25th 1896, and was then residing at 816 E. 31st. St., Kansas City, Missouri, occupied as a photographer employed by R.A. Younger of Miami, Ottawa County, Oklahoma.  He declared his nearest relative was Alice Millard of Miami, Ottawa County, Oklahoma.  He was recorded as medium height, medium build, hazel eyes, brown hair.¹³
