In 1987 Curtis graduated from Panhandle High School in Panhandle, Carson County, Texas. He received a BBA from Abilene Christian University in 1992, then in 1995 he received a Juris Doctor from Oklahoma City University School of Law.²

He married Crystal Evans Heaton, Mar 28 1998, Hutchinson County, Texas.^2,4 Crystal, daughter of George Albin Heaton & Carmen Margareta Toledo, was born Aug 22 1977, Andrews County, Texas.³
